General NRA Gun Safety: Rules when handling a firearm:
- Always point the muzzle in a safe direction. Whether you are shooting or simply handling your gun, never point the muzzle at yourself for others. Common sense should dictate which direction is the safest depending on your location and other conditions. When on the range, always point or firearm down range.
- Keep your finger off the trigger until you are ready to shoot. There is a natural tendency to place your finger on the trigger when holding a gun. Avoid it!!! That is what trigger guards are made for, to enable you to hold the gun comfortably with your finger off the trigger.
- Keep the action open and gun unloaded until you are ready to shoot. Whenever you pick up any gun immediately open the action and check (visually if possible) to see that the chamber is unloaded. If the gun has a magazine, remove it and make sure it is empty. If you do not know how to open
Definitions:
Approved Firing: deliberate, controlled and aimed fire, which results in every shot hitting the impact berm.
Firing Line: the part of the range where shooting is designated as a Live Fire Activities area.
Range Safety Officer (RSO): an employee or designee of BFR that is charged with monitoring and enforcing any and all rules as they pertain to range/facility use.
Live Fire Activities: an activity that involves the firing of a firearm. Individuals involved in a live fire activity include the shooter, Range Officer, and supporting personnel such as score keepers, timers, and other individuals participating in a shooting activity on a Hot Range.
Cease Fire: shooters stop shooting, firearms are cleared of all ammunition and placed on shooting bench with actions open and muzzle pointed down range.
Hot Range: No Cease Fire is in effect; guns may be handled and fired.
Cold Range: No one is permitted to handle firearms or stand at the firing line while there is a cold range
Cease Fire Range: Cease Fire is in effect, stay away from shooting area and NO HANDLING FIREARMS.
Unload: command to unload the gun.
Show Clear: Show your Range Officer that your gun is clear of all ammunition.
Ben Franklin Range Check-in Procedures:
1. All guests must either pre-register online and pay or pay the fee when entering the range 2. All guests must sign online waiver prior to arriving at the range 3. All guests must sign online Ben Franklin Range Rules prior to arriving at the range 4. All guests must show emailed proof of pre-registered, signed online waiver and signed online BFR Range rules upon entry 5. Guests once on property may only use the Flat Range, the Unknown Distance Range or both during their time 6. All guests must follow BFR Range Rules and Procedures and any and all instructions of the on duty RSO
General Range Rules: - Everyone is required to adhere to the online written Range Safety Operating Procedures (SOP).
- All vehicles shall be parked in the designated parking area, unless authorized by BFR management.
- No vehicles are to be driven on any range.
- Range is to be used only as posted, or as directed by the RSO on duty.
- Those using the BFR range all guests must follow the BFR range check in procedures.
- Each shooter on the range must clean up their area and targets down range prior to leaving - this will be enforced by the RSO on duty.
- Exercise caution not to accidentally discharge guns in the direction of range property, range signs, and stationary furniture.
- All shooters must wear ear and eye protection. None will be provided at range.
- As part of the range safety procedures, all safety rules will be followed.
- You must properly holster or have cased all firearms upon exiting your vehicle and/or firearms that are carried onto club property.
- ALL firearms must be unloaded, cased, or actions open when taken to and from the firing line.
- No food or beverages are allowed on any firing line.
- No smoking is allowed on any firing line.
- Only one gun and accompanying ammunition is allowed uncased at any time while shooting.
- No drawing and firing allowed
- Every member is authorized to act as a Range Officer in order to enforce the range safety rules.
- Targets are to be placed on designated target holders only. Do not raise firearm above the target line. Shoot only at target directly in front of your shooting position. No cross firing allowed. No target will be sold at range.
- No incendiary, tracer or armor piercing ammunition is to be used on any range. No ammo will be sold at range.
- The use of exploding targets is strictly prohibited.
- It is recommended that members load and shoot no more than ten (10) rounds at a time. Extreme care should be taken when rapid firing.
- Always be certain that bullets hit the designated target impact area.
- The placing of objects or the walking on or disruption of any dirt berm or range backstop is prohibited.
- Inexperienced shooters are to contact the RSO if assistance is needed.
- When a "Cease Fire" is called by an RSO, stop all shooting and wait for instruction from the RSO.
- In the event a malfunction prevents you from clearing and/or unloading your firearm, do not remove firearm from the firing line. Seek assistance.
- NO firearms are to be handled or moved until the RSO gives a Hot Range command. All firearms in need of cleaning or repair during a "Cease Fire" must move to a designated repair area as identified by the RSO.
- Firing in a careless manner will not be tolerated. Shoot at your designated target only. Those individuals firing in a careless manner will be immediately dismissed from the range.
- A Safety Incident Report will be filled out by the RSO and will be reported via phone or radio to the BFR staff.
- All children under 18 must be always under adult (21 or older parent or guardian) supervision while inside the range perimeter. Any adult supervising a child will not be allowed to shoot on the range leaving the child unsupervised.
- The minimum age to shoot alone on the range for any guest is 21 years of age. Anyone under 21 must be accompanied by an adult or guardian over the age of 21.
- The RSO on duty will be equipped with first aid supplies, basic tools, and radio for communications with other RSO’s.
- Keep used area clean - the RSO will enforce this. Please respect the equipment and clean up your area when you are through shooting. If you move something, PUT IT BACK. If you break something, REPORT IT so it can be repaired for future use. If you make a mess - CLEAN IT UP.
Restrictions: - ALL CELL PHONES SILENT. To be courteous to all participants, all cellphones are to be placed on silent.
- No shooting at wildlife
- No shooting cross-range
- Shooters may not consume alcoholic beverages or drugs (including prescription drugs) that will affect his or her ability to participate with a maximum state of awareness and in a completely safe manner, before or during live fire activities. The Range Officer will deny range access to anyone that is or appears to be in violation.
- No bullet impacts off the range, into buildings, signs, storage containers , sheds or any other structures or range features or BFR approved impact areas.
- No disruptive activities, such as loud music or children that are not supervised properly in the live fire areas.
- Ben Franklin Range RSO may remove any guest for these reasons or and other action(s) they may deem as not proper conduct for a shooting range.
